Steady Growth in Gulf Jobs Foreseen

The ‘Gulf Businesses Confidence Index’ by HSBC hit a two year high reinforcing the optimistic sentiment of the Gulf job market. This index is a kind of barometer that looks at the ‘moods’ of the industry leaders and other parameters like budgets, predictions of revenue, achieving targets and maintenance of profits. Its figures have reached the highest this week after the world economies caught the fiscal flu 2 years back.

The confidence in markets has been growing every quarter ever since it slid towards the end of the year2008. Even though the boom period of a few years ago will take time to make a comeback, the economy is definitely recovering. The figures present the positive outlook for Middle Eastern economy with around 45% respondents envisioning increased turnover, 40% predicting higher profits and nearly 35% eyeing at increasing investments. The numbers of jobs in Middle East regions have also been growing across all industries, professions and levels.

As expected, Saudi Arabia emerged as the most confident market with a 97 index while UAE on the other hand was the least confident with an index of 78.4. But, UAE succeeded to achieve one of the highest quarterly rises especially in Dubai and Abu Dhabi. Amongst the Gulf states, Bahrain has been showing the highest quarterly rise. This index has helped substantiate the talks of steady and sustainable growth in Gulf job market and overall economy.

Almost all the cities and states in Middle East have been performing way better than they were a year ago. This realistic optimism is to continue as proved by various surveys and reports that are being continuously conducted and carried out from the last two quarters i.e. from January to June 2010. The economy of Middle East has recovered bringing smiles on the faces of expatriates, companies and governments.

Job Changing in UAE Becomes Easier

They are no longer required to cancel visas of their family members as they can now deposit a bank guarantee of 5,000 dirham or $136 for each of them with the Department of Naturalisation and Residency (NRD). Once you procure new residency permit and visas for yourself and the family, the sponsored ones will be directly transferred to you without any other extra payment.

In such a case where you do not want the cancellation of the visas of your family members, you must apply and inform the NRD beforehand. You are required to attach 5,000 dirhams bank guarantee, the job offer letter from the new employer and the new employment permit issued by the Ministry of Labor to the new sponsor. Such efforts are being made with a view to streamline procedures for expat residents without adding much to their financial burdens.

The NRD Ministry has been presenting new plans everyday to make it easier for expatriates to prolong their stay in UAE with their families. Also, this would help avoid any kind of hassles they may face in sending and then bringing them back after getting a new job. The conditions are being improved everyday encouraging more and more expatriates to join the workforce in UAE.

UN on the Mission: Improve Working Conditions in Saudi Arabia

UN has undertaken the cause of improving the condition of foreign workforce in Saudi Arabia. The place has been criticized by the human rights organizations for abuse against workers from outside and inequality toward women.

The UN High Commissioner for Human Rights, Mrs. Navi Pillay said that countries in the Gulf region need to improve the working condition of both foreign workers and rights of women. The current sponsorship system is so rigid that it binds migrants to their employers. This enables the employers to commit abuses against workers while preventing them from changing jobs or leaving the country.

According to the reports, there are around 12 million foreign professionals in Gulf cities. These workers are bound to surrender their travel documents to a guarantor which in effect renders them bonded labor under a system called Kafala. The government had already begun an awareness campaign in 2008 to combat the abuse of domestic workers by their employers.

Similarly, there is an urgent need to remove the discriminatory barriers against women in Gulf regions. The concept of male guardianship continues to hamper women's right to shape their own lives and make their own choices. The male relatives are bestowed with control over women under the system known as Mehrem.

The government activity to safeguard women’s rights has increased in recent years though it is definitely not enough. Women are still facing severe discrimination and are inadequately protected against domestic and other violence. A lot needs to be done on both the fronts (issue of foreign workers and women’s rights) as positive developments for both the issues remain patchy and uneven.

The culture and traditions need to give some space to individuals to fulfill their big dreams of working overseas and earning good money.

Strong Recovery Expected in Middle East

The oil dependent economies of the Middle East have improved with the resumption of capital inflows and rising crude oil prices. According to International Monetary Fund (IMF), growth is gaining momentum in the region due to resurgence in domestic consumption but is still clouded by stress in banking systems.

Till now, only estimations were made about the recovery of the sulking economy and the job market of the Middle East. But now reports in Regional Economic Outlook (REO) by IMF have shown that the oil exporting economies have emerged from the crisis to a great extent. As the oil prices plummeted in 2008, the oil GDP contracted by 4.7% and is forecasted to restore by 4.3% by the year end.

There is no doubt about the fact that jobs in Gulf cities are back with a bang. Employers are ready to pay much more than ever to get hold of the talented and skilled professionals for their companies. As the economies of Middle East recover and show resilience, non-oil sectors also show good growth. With considerable fuelling up of economic activities in the area, the aim of diversification of Arabic government is being constantly achieved with new vigor everyday.

The emerging markets like that of Afghanistan, Egypt, Jordon, Lebanon, Morocco, Pakistan, Tunisia, etc. are seen recovering from the slowdown. With investment and bank credit beginning to pick up, growth in these areas also seem to catch up. Since the current development rate is not enough, the main challenge for these emerging markets involves improving competitiveness to raise the pace of progress and generate much-needed employment.

Apparently, the already upward swinging market will spiral up further as a result of huge stimulus offered by the government and foreign investors. Middle East, thus, gets to keep the crown of one of the most preferred career destinations in the world.
